to April 1, 2027
- As of Feb 23, 2026 HBT has received notice regarding the postponement of the transition to the Community Bargaining Association (CBA), with the effective date now extended to April 1, 2027.
- We understand that some employers may have already cancelled their existing benefit plans with their current provider in anticipation of the planned transition.
- If your current benefit provider is unable to reinstate your previous coverage, or if you prefer to proceed with transitioning your employees to HBT, please contact your current HBT Benefits Administrator. We can assist with enrolling your employees into the applicable benefit plan under the CSSBA Collective Agreement.

Thank you very much for your continued cooperation as HBT organizes and coordinates enrolment information for Supportive Housing employers. Please watch for an email Feb 11- 13 containing a spreadsheet which requires Plan Administrators to review for completeness and accuracy. To stay on schedule, please follow instructions in the email and return to your HBT Benefits Administrator by Wednesday, February 18th.
The 2026 contribution rates for Supportive Housing are available below as of Feb 3, 2026 via HBT eflash notification. The 2025 rates are attached for historical context.
Benefits Transition Checklist and Key Dates
- Week of Jan 19 – Job classifications available, emails to Employers from HBT BA requesting new information
- Week of Jan 26 – 2026 Rates and Follow up calls to Employers by HBT BA to support compilation of new information
- Week of Feb 2 – Employers share requested information with HBT BA no later than Friday, February 6th
- Week of Feb 9 – review enrolment spreadsheet sent by HBT Benefits Administrator, update with any changes and return to HBT per the instructions in the email by Wed. Feb 18th.
- March – PBC’s ADMINnet Training for Employers
- March – Financial Contributions and Reporting Resource to be posted by HBT Finance
- April – Member Profile Training for Employees
HBT Benefits Acronym List
Your current benefits provider is working with HBT to transition all Supportive Housing Employees over to your new claims adjudicator, Pacific Blue Cross in preparation for the Effective Date of April 1, 2026. HBT and PBC are working behind the scenes to do a bulk enrolment on behalf of all Supportive Housing Employers. After April 1, 2026, once training is complete, all Supportive Housing Employers will be responsible for doing all of their enrolments and employee changes, life events

Pacific Blue Cross will provide several training sessions for all Supportive Housing Employers and Plan Administrators in March and April to teach Employers how to manage benefits enrolments and employee changes directly with Pacific Blue Cross using their ADMINnet system and also their new Digital Member Enrolment system.
